Bam Aquino’s Innovative Startup Bill and the Future of Philippine Entrepreneurship




The Senate Bill No.  1532 the Innovative Startup Act of Senator Bam Aquino encourages the young entrepreneurs to enhance and amplify their business marketing and operations with the help of the government under the committee on science and technology.  The filipino entrepreneurs are lucky enough to have this bill created by senator Bam Aquino to allow our young entrepreneurs meet the required business marketing exposure of their respective family businesses for example to be marketed both national and international.  The bill promises support from the government that by starting a business using computer technology infrastructure the business operators are subject for any assistance from the government in terms of financial and other technological technicalities.  Such that, I am writing this blog discussing further what can the government expect in the later part of business and internet technology affecting this bill.  As internet business made the entrepreneur visible in the world market it is but useful for every filipino SME business to hook up with this program of the government.  On the contrary the Philippine Government is also allotting P 10 Billion for the government program alone.

The question now how this money can be spent wisely down the line to the Local Government Units.  Usually the implementation is good from the start but later after a year maybe there are no follow up programs or even the government just leave the program without nurturing and upgrading the program setup according to the feedbacks of the citizens involved.  Now what would be the ultimate extent of this program that both government and Filipino citizens must know.  Getting innovative in terms of internet technology will reach its utmost application in terms of AI or Artificial Intelligence.  AI program and government is a huge platform of technological infrastructure that both the government and the people must consider before everything will get very complicated.  Since this start up program of the government will start with the SME business platform, the requirement may seem reachable and understandable by the government people in charge and likewise the general public who are involved  but later I am very sure that when government and the people who are using the innovative machines using softwares used for AI data translation then government and the general public must be ready to the complications of using innovations and AI together in the future. So why AI, what is the role of AI in the future of business, agriculture, medical science, engineering, and other daily routine operation in our society like transportation and logistics.  In the future everything will be AI connected. Several authors try to define AI in their own viewpoint.  According to Haugeland (1985) “The exciting new effort to make computers think… machines with minds, in the full and literal sense.”  Furthermore, Bellman (1978) believes that “The automation of activities that we associate with human thinking activities such as decision making, problem solving, learning…  This kind of concepts and theories from computer scientist and authors will finally meet with the real world specifically in the business industry.  



Likewise, business industry proves that every aspect of our daily life today is all connected with business.  In the setting of the Philippine government the common industry that will be affected with the use of AI in computer innovation will be transportation and logistics, medical facilities, Agriculture, and education.  These are probably the basic departments of government that will use a lot of innovative internet platform and for the moment.  Take for example agriculture, many high technology agriculture industries both in Japan and America are using the AI technology platform to double their industry in terms of profit. AI can simulate programs and generate data that will improve the analysis of the agriculture farm for example and apply in real time the interpreted data analysis given by the AI system to improve their future harvest.  Thus, the challenge of the government and the law makers today in the Philippine government is, how can the government assist the future farmers for example in our country using the innovative platforms offered today and later assist the farmers for more AI upgrade programs.  

On the contrary, if the government will just assist our farmers from the start and later after two years when the budget is already consumed the poor farmers will have no more assistance from the government not only financial but also knowledge and educational upgrades for the local farmers.  As such, seldom will happen that only the private conglomerates will actually benefit the said innovative AI infrastructure such as Dole and Del Monte and other agri-farming industry.  The reason for that is, they have all the machines and the human resource capabilities to adhere the fundamental requirements of AI technology.  Another aspect that the government must consider is the creation and ratification of the laws connecting to Senate Bill No.  1532 the Innovative Startup Act because I am very sure that technology in terms of internet and AI is upgrading like wild fire that the national level of agriculture operations for example will become internationally connected.  If the Philippine government will embrace this AI innovative star-up for agriculture for example both positive and negative effect will follow when everything is accessible in the cloud.  



Online intruders or hackers can hack the system of the agriculture AI platform and can possible inflict a malware that will abnormalize the biotechnology of the existing farm operation. Likewise, medical technology is also a fast business operation in asia and almost all the international hospitals in Asia are connected to internet computer aided design infrastructure for supply chain and operations managements.  Thus, the government must know that internet technology in congruence to the applied laws of the land that it will vary in terms of making the recent applied laws and the actual usage of the law in the business market or the general public. Usually what will happen not only in the Philippines even in United States  that upgrading the laws for internet and AI technology is too slow that during the actual usage of the business any given public act related to the innovative program and AI may not be defined by the law that cyber criminals in the future can conveniently commit crimes using AI and the internet infrastructure knowing that the crime committed is still a gray area in terms of the actual law of the land.  Thus, I strongly advice that this republic act must be open for revision because internet and AI is rapidly increasing in activity not because of humans but by the machines itself. According to Kurzweil (1990) AI is “the art of creating machines that perform functions that require intelligence when performed by people”.  Actually if we deeply think of the rapid increase of AI usage in our society today in terms of law and order, the law makers are not making laws for humans anymore but the law makers are making laws for the machines.  Later the predictions of Michio Kaku will prove that man and machine will integrate in terms of AI which will move us to the next civilization and we will become “gods”.
